Inmate Assaults Counselor

MONROE – On Wednesday, February 16, 2011 at 1:22 pm, Monroe police officers responded to the report of an assault by an inmate to a counselor in the Special Offenders Unit (SOU), Washington State Reformatory, Monroe. Upon arrival, officers found a 42-year-old female victim that had been assaulted in a counseling room by an inmate. The booth officer observed the counselor waving her arm to get his attention. He then called for assistance on the radio. Several Corrections Officers along with the Quick Strike Response Team (QSRT) responded to the assault and managed to free her from the inmate’s grip. He was then taken to segregation. The victim said the inmate had come into the office and asked her for a pen. He then attacked her from behind, placing both arms around her neck. He was still holding the pen that she had given him in his left hand. The victim knew the suspect and had met with him the previous night for a counseling session.

Officers’ interviewed the suspect, Darrel C. Holm, a 44-year-old male who is reportedly scheduled to be released from prison some time in 2011. He admitted to the assault on the counselor, saying “I want a third strike.” He led officers to believe he will continue this kind of behavior until he gets a third strike. Officers were told that the SOU was in modified lock down at the time of the assault.

The counselor sustained minor injuries and was seen by a nurse on site. Assault charges will be forwarded to the Snohomish County Prosecutor’s Office.

Two Narcotics Warrants Served

MONROE – On Tuesday, January 11, 2011 at 7:22 am, the Monroe Police Department ProAct and Special Emergency Response (SERT) Teams served search warrants on two residences located in the 700 block of Maple St and the 18600 block of Blueberry Lane in Monroe. The search warrants were obtained as part of an on-going heroin distribution investigation. During the search of the residences, officers seized heroin, marijuana, prescription pills, cash, packaging materials and drug paraphernalia. Two motorcycles were also seized. A total of four males (two from each residence) were taken into custody.

Jacob Nieves, age 23 of Monroe was charged with Possession with Intent to Distribute/Deliver and Obstruction-Resisting an Officer. Dustin Nieves, age 24 and Daniel Krempl, age 23 of Monroe were charged with Possession with Intent to Distribute/Deliver. All three were taken to the Snohomish County jail for booking. An additional arrest of a 22-year-old male from Snohomish was made on a Department of Corrections Violation. While investigators were at the scene, two additional males stopped by to make purchases. They were placed under arrest and charges will be forwarded to the prosecutor.

Monroe Police Department 2010 Employee Awards

MONROE – Monroe Police Chief Tim Quenzer announces the 2010 police department employee awards:

  • “Distinguished Service” Award - Officer James Tolbert for his exceptional work as a driving force in proactive criminal enforcement.
  • The “Chief’s Award” – Investigative Support Monica Sandoval for her outstanding contributions in seeking to connect and help the Hispanic community in Monroe.
  • Letters of Commendation – To the Special Emergency Response Team for the successful planning and execution of several high-risk search warrants in 2010. Members of the team are:
    SERT Commander Rick Dunn, Officer Chuck Fuller, Detective Barry Hatch, Officer Max Michel, Officer Kelly Pitts, Detective Spencer Robinson, Officer Justin Springer, Officer Tim Walker and Officer Reid Weaver.
  • Letter of Commendation – Officer Max Michel for providing three years of excellent service in his role as School Resource Officer and personal safety instructor.
  • Special Recognition for Excellence in Service – Chief’s coins were awarded to Sergeant Cindy Chessie, Detective Tim Buzzell, Detective Barry Hatch, Detective Spencer Robinson, Investigative Support Monica Sandoval, Sergeant Rick Dunn and Evidence Technician Julie Stuvland for their work on the Angela Petiffer homicide case.
  • Several individuals were also recognized for their years of service to the department. Of special note was Administrative Manager Sherri Simonson who was recognized for twenty (20) years of service with the Monroe Police Department.

Stolen Vehicle Victim Receives a Car

MONROE – On Monday, November 15, 2010, the City of Monroe and community members presented a young mother of two from Kenmore, with a donated vehicle, money for registration and a gas gift card after her vehicle was stolen in Seattle on October 23rd.

On October 28, 2010, Monroe Police Officers with assistance from the Snohomish County Sheriff’s office responded to the tip of a stolen vehicle at a residence in the 15300 block of 182nd Ave in Monroe. During the search of the residence, officers found a stolen Honda passenger vehicle that had been chopped up in the garage. The only salvageable parts of the vehicle were the engine and front/rear bumpers. Robert Lefevre, age 51, Wendy Gagnier, age 35, of Monroe, Brandon Perecz, age 22, of Arlington and Shannon Reese, age 38, of Sultan were arrested on investigation of Possession of Stolen Vehicle and Trafficking Stolen Property charges.

The owner of the stolen vehicle who was very distraught at the total loss of her vehicle was extremely grateful for the donated vehicle and passed her thanks along to the city and community of Monroe.

Lifesaving Awards

MONROE – On October 5, 2010 Police Chief Tim Quenzer presented lifesaving awards to four Monroe Police Officers. The awards were presented to:

• Officers Patton and Young for their response to a concerned citizen’s call on June 30, 2010 where they entered a smoke filled apartment, extinguished the fire, and found a semi-conscious elderly male on the floor. The officers carried the male out of the apartment into fresh air and administered first aid. Once outside the man was revived and transported to Valley General Hospital. Their quick response resulted in a life saved.

• Officers Michel and Richardson for their response to a reported assault on August 16, 2010 where they found a woman with an arterial bleed and immediately began life-saving measures by applying direct pressure and stabilizing her until the medic unit arrived. Their actions saved not only the use of her hand but also her life.

Apartment Fire Leaves Many Homeless

MONROE – October 3, 2010 at 1:50 am: Monroe Fire District #3 and Monroe Police department responded to an apartment fire in the 100 block of Hill Street in Monroe. A column of smoke could be seen as units approached the scene and upon arrival flames were visible from two floors. The apartment building had approximately 16 units and it is believed that approximately 35 occupants escaped the building and assembled at the nearby Eagles Hall. The Red Cross responded for assistance and has set up a temporary shelter for the victims of this fire. There were no reports of injuries.

The apartment building that was a total loss is estimated at $450,000. The cause of the fire that appeared to start in a ground floor apartment is under investigation. Hill Street will be closed from Lewis Street to Blakely Street during this investigation and Monroe police officers will remain on scene to secure the building for safety reasons. There was no damage to surrounding buildings.

Arrest in Residential Burglary

MONROE – On September 22nd, 2010 Monroe police officers booked a 14 year-old male of Monroe into Denny Youth Center on charges of Burglary 2nd Degree.

The arrest was the result of a residential burglary that had occurred on September 8th in the 15000 block of 180th Ave, Monroe. Upon arrival it was discovered that the suspect(s) had entered through an open window and various electronic equipment and jewelry were taken valued at approximately $3,500. No suspects were located at the time.

Police developed information regarding the possible identities of individuals involved leading to this arrest. Additional arrests may be forthcoming as the investigation continues.

Family Gets Back Stolen Appliances

MONROE – On Wednesday, September 21, 2010, a family in the Spada Lake area got their new appliances back intact. The four kitchen appliances valued at over $7,000 that had been stored in the garage of a home under construction were reported stolen on August 3, 2010 to the Snohomish County Sheriff’s office.

On August 11, 2010 the Monroe Police Department’s Special Emergency Response Team (SERT) with assistance from the Snohomish County Sheriff’s office and Washington State Patrol served a search warrant at a residence in the 18100 block of Storm Lake Road in Monroe. Four individuals were found in the residence as well as two children. During the search of the residence, officers found the stolen appliances still in their original packing boxes. Also found were several firearms, thousands of rounds of ammunition, stolen vehicles, a boxed meth lab and other drugs and drug paraphernalia.

Larry Kyle, age 34, was booked into the Snohomish County Jail on investigation of VUCSA-Manufacture/Delivery/Possession with Intent, Possession of Stolen Property 1st, Possession of Stolen Property 2nd, and Felon in Possession of Firearm charges. Kyle has an extensive criminal history and is well known to law enforcement in East Snohomish County.

The family was extremely grateful and passed their thanks along to the officers.

An Arrest in Monroe Homicide

An Arrest in Monroe Homicide 

MONROE – September 17, 2010 at 10:20 am: The Monroe Police Department has made an arrest in the Angela Pettifer homicide that was discovered on August 15, 2010. Michael N. Benjamin, age 45 of Monroe was taken into custody and placed under arrest for Murder in the Second Degree. The arrest took place in the 2700 block of 89th Street in Lake City where he is currently working.

Benjamin, who lives in the Savoy building in Monroe, rents a business suite on the 2nd floor. The arrest comes after DNA taken from Pettifer’s 3rd floor apartment was returned from the Washington State Patrol’s Crime Laboratory as a positive match to Benjamin. Benjamin became a person of interest after he was identified as the last known person to see Pettifer that night. A search warrant was served on his business suite on August 26th. Benjamin was served with an additional search warrant on August 29th for a “buccal swab” which is a swab of the inside of his cheeks for DNA testing. Results of the tests were returned to the police department on September 16th. The Monroe Police Department has had previous contact with Benjamin, a level one-sex offender through monthly registered sex offender checks.

Juveniles Experiment with Explosives as seen on “You Tube”

MONROE – August 5, 2010 at 10:26 am: Officers received a report of fireworks in the 17500 block of 157th PL SE in Monroe. Upon arrival, officers observed several juveniles in a backyard of a residence. The juveniles had several plastic bottles that they were filling with toilet bowl cleaner “The Works” containing Hydrochloric acid and aluminum foil. They further observed them throw the bottles into the yard and explosions occurred. When contacted, the juveniles explained they were experimenting after seeing “You Tube” videos that showed how to make a toilet bowl cleaner bomb.

This incident involved seven juveniles, ages 17 and 16 of Monroe and Snohomish. No injuries were reported. Parents should be aware of the dangers involved in the mixing of these common household items. Charges are pending following review by the Snohomish County Prosecutor’s Office.
